As per Presidential Directive 09062010.02, all foreign nations must fulfill the following prior to seeking relations with the Socialist Republic of Eire:
I. The government in question must not be allied with a nation with whom the Socialist Republic of Eire is at war;
II. The government in question must have guaranteed freedom of speech and association, or at least no provision abrogating such;
III. The government in question must have a democratic institution through which the people can voice their concerns, wants, and needs;
IV. The government in question must not be hostile to Socialism;
V. The government in question must not be the representative of a micronational organization: the Socialist Republic of Eire evaluates separately and deals individually with foreign governments; and
VI. The government in question must not currently be in a state of war with the Socialist State of Eire.
Exceptions to these provisions are as follows:
1. Exception to I: If the Socialist State of Eire has already established relations with a government who is already allied to a government that later goes to war against Eire, relations between the Socialist Republic and the former government shall not be effected.
2. Exception to II: If no provisions exist at all, it is taken for granted that the right to speech and association are guaranteed by custom.
3. Exception to V: If a micronational organization wishes to invite the Socialist Republic of Eire into the organization or to an event sponsored by such, the representative must be an independent representative and state such intentions upon arrival.
If your nation fulfills these requirements or is exempted accordingly, please submit the following:
